Most developing countries do not have sufficient domestic resources and fiscal space to finance an adequate COVID-19 response and recovery measures. International cooperation and external funding are crucial.
To support efforts in low- and middle-income countries, the United Nations Secretary-General launched a United Nations Response and Recovery Trust Fund.
